THE HAVEN INSTITUTION: INTERNAL MEMO Clearance: LEVEL 5 Personnel File: VANE, Evelyn (Dr.) Issued By: ███ █████ Dr. Evelyn Vane remains the only clinical lead with clearance to oversee Tier-3 procedures since the termination of ██████ ████████ . She continues to display above-average cognitive control under Euphorium exposure, even at volumes exceeding the current safety threshold. Staff reports indicate irregularities in the patient outcomes linked directly to her sessions. Of patients processed between 03/██ and 04/██, ████, experienced advanced stage abberations within 36 hours. This exceeds the mean transformation rate by ██%. A formal request for procedure review was submitted by Dr. Mercer (Ann. L), citing concerns about "escalating ethical violations" and "methodical dissociation." A once-promising facility aiming to deliver breakthroughs in therapeutic and cognitive research, the Haven Facility stood strong. The early days were marked by rapid advancements, promising a hopeful future where intelligence, obedience, and emotional resilience could be chemically engineered. However, beneath the surface, the facility's methods were far from ethical.
The research focused on a compound later known as Euphorium, a gas-based formula theorized to elevate cognitive function, whilst maintaining emotional regulation and efficiency. Early testing yielded erratic results in various subjects, exhibiting enhanced learning capabilities, but at the cost of increased dissociation, paranoia, and hallucinations. As experimental therapy escalated, test subjects suffered neurological breakdowns and uncontrollable emotional shifts.
Despite these disturbing findings, the Haven Institution continued operations under a veil of secrecy, until classified reports exposing unethical trials surfaced. The government, unwilling to be publicly associated with the atrocities, cut all ties with the program. However, Haven's leadership was far from powerless. They knew too much. Their research, their data, and their involvement made them a liability to the very officials who once funded them. Rather than risk exposure, the government were left with no moves to make, allowing the facility to continue operating in the shadows, albeit under new management.
